In his letter to his former tutor Eduard Kaiser, the 11-year-old Heinrich Simon provides a notably articulate and even-handed account of a violent confrontation between the Breslau authorities and a group of citizens who had participated in the military drills of the Landwehr but had refused to swear a military oath. That had not previously been required of Breslau citizens who were, in fact, exempt from recruitment to the Prussian army. The confrontation led to the destruction of property, many arrests and the death of three citizens.
