Hay] of an extract taken from the chapter entitled 'The cause of writing this general Discourse concerning Laws' from Richard Hooker's 'Of the Lawes of Ecclesiastical Politie. The First Book. Concerning Laws and Their Several Kinds in General'. Perhaps the Revd. W. R Hay, who was one of the Magistrates present at Peterloo, copied this passage as it accorded with his own views on how the multitude should be governed.</p>
